The Network

ENPE brings together numerous institutions from European Union Member States that are active in promoting integrity and transparency in the public sector.
As well as promoting a culture of public integrity and pursuing regulatory harmonization among EU Member States, the Network aims to develop specific expertise in preventive policies and act as a key interlocutor for EU authorities on matters of integrity, transparency and public ethics.
In order to achieve its objectives, the Network:
• promotes the exchange of best practices and the harmonisation of standards;
• acts as a support and information platform for members;
• supports members in implementing new missions;
• engages in dialogue with EU institutions to represent members’ interests and opinions;
• collaborates with candidate countries for accession to the European Union;
• produces joint research, surveys, articles and press releases.

Governance

The Network is chaired by a presiding member for a period of two years.
The President is responsible for representing the Network externally, developing its strategic plan for the duration of the mandate of the Presidency, and defining its various activities.
Furthermore, the President ensures that the Network functions properly and that its members honour their commitments.
The Presidency is supported by the Network’s Secretariat, which is responsible for preparing meeting agendas and minutes, assisting the Presidency with its various functions, helping members organise events, receiving membership and observer status applications and ensuring their admissibility, and coordinating the Network’s activities and relationships with its members.

The Secretariat [France]


The Secretariat is currently carried out by the Haute Autorité pour la transparence de la vie publique (HATVP), an independent French administrative authority responsible for identifying and preventing potential conflicts of interest among French public servants and officials, as well as overseeing lobbying.
The President of HATVP is currently Jean Maïa. A graduate of both the École Nationale d’Administration and the École Normale Supérieure, Jean Maia is a Councilor of the État. Between 2006 and 2012, he was the head of the Legislation and Quality of Law Service at the General Secretariat of the Government.
Between 2012 and 2013, he was a legal advisor to the Minister of the Economy and Finance.
Between 2013 and 2017, he was the Director of Legal Affairs for the Economic and Financial Ministries. Since 28 August 2017, he has been Secretary General of the Constitutional Council.
